Under the Central Goods and Services Tax Act, 2017, filing a return is mandatory for every registered person for every applicable tax period, irrespective of whether any business activity took place; a taxpayer with genuinely no transactions in a period must still file a Nil GSTR-1 and a Nil GSTR-3B (or Nil CMP-08, for a composition dealer) for that period.
Recognising that many small or dormant businesses have periods of complete inactivity, the GST Network (GSTN) allows Nil returns to be filed either through the standard online process on the GST portal or, for eligible taxpayers, through a simplified SMS-based facility under Rule 67A of the CGST Rules, 2017, without needing to log in to the portal at all.
Because a Nil return reports no transactions, no supporting documents are uploaded with the filing itself. However, taxpayers must verify and retain records to confirm that Nil filing is genuinely appropriate:

Send a secondary confirmation SMS to the exact same number (14409) using the format:
